Postal Service "Free Matter for the Blind" Regulations

Any person who cannot read or use conventionally printed material because of physical impairment and who is certified by a competent authority as unable to read normal reading material is eligible to send or receive mail postage free.

"Free Matter" material includes:

  • reading matter and musical scores
  • sound reproductions
  • tape recorders
  • braille writers, typewriters, educational or other materials, devices or parts used for writing or for adapted use by a blind person

"Free Matter" must be for the use of a blind person. Printed material must be in raised characters or 14 point print or larger, contain no advertising and there can be no charge for the material. It must be marked "Free Matter for the Blind or Handicapped" in the upper right corner in place of a stamp and is subject to being opened by the U. S. Postal Service.
