Missouri Department of Social Services

As well as the state agency which is responsible for Missouri’s Rehabilitation Services for the Blind, the Department of Social Services administers and oversees three additional programs to benefit eligible individuals who are blind or visually impaired. These three programs are:

Prevention of Blindness

The Prevention of Blindness Program (POB) is a statewide program created in 1915 that provides free public education services about blindness and other eye conditions, eye screenings, and treatment services necessary to prevent blindness. Our goal is to prevent blindness through early diagnosis and treatment.

POB treatment services for eligible consumers includes financial help for costs of eye examinations & related testing including visual fields, fundus photos (etc.), eye surgeries, hospitalization and anesthetic fees. For more information or If you are interested in the services offered by Prevention of Blindness Program, you may click here, call Toll Free: 1-800-592-6004, or send Email to Brenda.K.Kennedy@dss.mo.gov.

Supplemental Services to the Blind

The supplemental aid to the blind (SAB) program is operated in Missouri in conjunction with a totally state-supported blind pension program. Through this program (SAB), the state provides blind persons who meet certain requirements with reasonable subsistence in accordance with the standards developed by FSD. Eligible individuals receive a monthly cash grant and Medicaid. For more information and to review eligibility requirements and forms please click here.

Missouri Blind Pension

The Blind Pension program was established in 1921 and is financed entirely by state funds. This program provides assistance for blind persons who do not qualify under the supplemental aid to the blind law and who are not eligible for Supplemental Security Income benefits. Each eligible person receives a monthly cash grant and Medicaid. For more information and to review eligibility requirements and forms please click here.
